Answers:
If you can pull it back when soft and erect then no you don't have phismosis anymore. If your frendulum is tight then you might want to talk to a doctor. Don't let him talk you into a circumcision though. You don't need one. But if you can pull the foreskin down to the head when erect without having the issue of it hurting then you don't have one. Your foreskin shouldn't pull back too much farther than that.

From what you are describing it sounds as if you do have a frenulum breve and also phimosis. You would be well-advised to see your own doctor and verify what the problem actually consists of. Sometimes no amount of stretching will fix your tight foreskin. A frenulum breve can be corrected by having it divided surgically under a local anaesthetic, which is no worse than having "freezing" at the dentist. A lot of guys who attempt stretching of the foreskin create fissures (tears) on the inner lining of the foreskin which scar, creating a worsening of the tightness of the aperture.
Despite what you may have heard, circumcision is a worthwhile treatment of the phimosis. In a young, healthy male, the healing is remarkably quick due to the excellent blood supply. I was circumcised in my twenties and have never regretted this procedure in the slightest. Please see your doctor and rely on his opinionHealth Question & Answer

well, a really, good loose foreskin will retract in either mode (erect or flaccid) and be totally exposed; in other words, if you shuck the shaft skin back to your gut, it will look like you're circ'd. If it doesn't do that, you've still got work to do.

And if you do have a frenulum breve, a trip to the docs, a little local anesthetic, a quick snip to free it, and you're good to go. Very little down time healing. But yeah, it sounds like you have a frenulum breve. But I wouldn't worry about it; if you can get things all the way back and it doesn't hurt, then you're ok.Health Question & Answer

If you can retract the foreskin fine then you don't have phimosis. If your frenulum really feels tight and it hurts then you could have frenulum breve. But you say no pain so it's probably ok, just don't pull it down too far. If you want see a doctor and ask, they can loosen the frenulum if necessary.
